4.23 Educational Planning

A comprehensive educational plan shall be developed employing both long and short-range goals. The procedure utilized for developing the comprehensive educational plan shall emphasize a system in which individual school centers are the principal planning units. The comprehensive educational plan shall be reviewed and revised on an annual basis. The preparation of the budget shall reflect the goals established in the District Comprehensive Educational Plan.
